Flottenwende – Development of System Solutions for the Electrification of Municipal Fleets (Accompanying Research)

The aim of the project, which is funded by the Federal Ministry of Transport and Digital Infrastructure, is to contribute to the electrification of light commercial vehicles in municipal fleets (eg public transport service vehicles, waste collection vehicles, vehicles for the maintenance of public green spaces or vehicles for postal and courier services). For this purpose, the manufacturer of electric light commercial vehicles StreetScooter from Aachen is going to develop and test up to five prototypes for light electric utility vehicles in municipal fleets.

Together with the manufacturer of charging infrastructure aixACCT and 11 municipal administrations and municipal companies from North Rhine-Westphalia as associate partners (eg municipal administration and public transport companies), the Wuppertal Institute supports street scooters in the development of these prototypes.

In the project, vehicle variants and a charging infrastructure are designed, built, tested in the fleets of the associated partners. The vehicles and the charging infrastructure are tailored to the typical fields of application and usage requirements of light commercial vehicles in municipal fleets. Among other things, the task of the Wuppertal Institute is to determine and prepare the information necessary for the development of tailor-made vehicles and charging infrastructure. Expert interviews as well as workshops will be conducted with the fleet managers and the users of light commercial vehicles in the fleets of the associated partners.

In the accompanying research a Change Management Process will be designed by the Wuppertal Institute and implemented by the cooperating parctitioners. This aims to adapt procurement decisions to the actual needs and life cycle costs.
