Quantitative und qualitative Bewertung kommunaler Energiesparaktivitäten am Beispiel der kommunalen Gebäude der Stadt Dortmund
Climate change is a global phenomenon. This is why it must primarily be tackled at an international and national level. However the municipalities’ role has grown over the last few years. National or international climate protection goals will not be reached without committed municipalities!
Local decision makers are aware of their responsibility. In order to fulfill their function as role model for their citizens and local businesses, they implement their own climate protection measures. Simultaneously, climate protection has become an important location advantage in a competitive framework for employment, prestige and competitive advantages. Therefore the question for municipalities is not whether they are supposed to commit to climate protection, but rather in which fields of action they should intensify their engagement. At this point local decision makers often ask themselves "where does my municipality stand in comparison to others?"
This question was exemplarily examined for the public building stock of the city of Dortmund. First, its activities, efforts and achievements in the last few years were assessed quantitatively as well as qualitatively with the help of a benchmark analysis. In addition to the determination of quantitative energy saving potentials, 23 measures to improve energy efficiency to save energy and to reduce CO2 emissions were identified. Subsequently, it was evaluated which actions were taken by the city of Dortmund. Based on the qualitative and quantitative assessment development potentials were identified and measures were proposed to enhance the local situation. The city of Dortmund is not likely to implement all of the proposed measures. Therefore a multicriteria analysis was used to identify those measures with the greatest benefit for the municipality within the framework of interacting economic, ecological and social factors.
